Darwin Falls' upper reaches are extremely treacherous. Unless you are an expert talus/scree/exposure champion with no fear, it's a no-go. I made it about half-way once before chickening out. The dirt roads can be closed because they belong to the Park Service. The paved roads cannot be closed because they are state roads. They were not closed during any of the previous shutdowns.
